who believe in the unseen,[1] establish prayer, and donate from what We have provided for them,

— Dr. Mustafa Khattab, The Clear Quran
[1] i.e., the belief in Allah, the angels, and the Day of Judgment.

who believe in the Unseen, and are steadfast in Salāh (prayer), and spend out of what We have provided them;

— T. Usmani

Who believe in the unseen, establish prayer,[1] and spend out of what We[2] have provided for them,

— Saheeh International
[1]At its proper times and according to its specified conditions.[2]

who believe in the unseen,keep up the prayer, and give out of what We have provided for them;

— M.A.S. Abdel Haleem

Who believe in the Ghaib [1] and perform As-Salât (Iqâmat-as-Salât),[2] and spend out of what We have provided for them [i.e. give Zakât [3], spend on themselves, their parents, their children, their wives, etc., and also give charity to the poor and also in Allâh’s Cause - Jihâd].

— Al-Hilali & Khan
[1](V.2:3): Al-Ghaib: literally means a thing not seen. But this word includes vast meanings: Belief in Allâh, Angels, Holy Books, Allâh’s Messengers, Day of Resurrection and Al-Qadar (Divine Pre-ordainments). It also includes what Allâh and His Messenger صلى الله عليه وسلم informed about the knowledge of the matters of past, present, and future e.g., news about the creation of the heavens and earth, botanical and zoological life, the news about the nations of the past, and about Paradise and Hell.[2] (V.2:3): Iqâmat-as-Salât إقامة الصلاة: The performance of Salât (prayers). It means that:[3] (V.2:3) Zakât زكاة : A certain fixed proportion of the wealth and of each and every kind of property liable to Zakât of a Muslim to be paid yearly for the benefit of the poor in the Muslim community. The payment of Zakât is obligatory as it is one of the five pillars of Islâm. Zakât is the major economic means for establishing social justice and leading the Muslim society to prosperity and security. [See Sahih Al- Bukhâri, Vol. 2, Book of Zakât, No. 24]

for those who believe in the existence of that which is beyond the reach of perception,1 who establish Prayer2 and spend out of what We have provided them,3

— A. Maududi (Tafhim commentary)
[1]This, the fourth prerequisite for a person to benefit from the Qur'an, demands that the person concerned should neither be niggardly nor a worshipper of money. On the contrary, he should be willing to pay the claims on his property of both God and man, and should not flinch from making financial sacrifices for the sake of his convictions.
[2]This is the second prerequisite for deriving benefit from the Qur'an. Ghayb signifies the verities which are hidden from man's senses and which are beyond the scope of man's ordinary observation and experience, for example the existence and attributes of God, the angels. the process of revelation, Paradise, Hell and so on. 'Belief in the ghaib' means having faith in such matters, based on an absolute confidence in the Messengers of God and despite the fact that it is impossible to experience them. According to this verse, Qur'anic guidance can prove helpful only to those prepared to affirm the truths of the suprasensory realm. People who make their belief in these questions conditional upon sensory perception of the object of belief, and who are not prepared even to consider the possibility of the existence of things that cannot be weighed or measured, cannot profit from this Book.
[3]This is the third requirement. It is pointed out that those to whom belief means merely the pronouncement of a formula, who think that a mere verbal confession of faith is enough and that it makes no practical demands on them, can derive no guidance from the Qur'an. To benefit from the Qur'an it is essential that a man's decision to believe should be followed immediately by practical obedience to God. Prayer is the first and continuing sign of practical obedience. No more than a few hours can pass after a man has embraced Islam than the mu'adhin calls to Prayer and it becomes evident whether or not the profession of faith has been genuine. Moreover, the mu'adhin calls to Prayer five times every day and whenever a man fails to respond to his call it becomes clear that he has transgressed the bounds of practical obedience. An abandonment of Prayer amounts to an abandonment of obedience. Obviously, if a man is not prepared to follow the directives of his guide, it is immaterial whether or not true guidance is available to him.It should also be noted that the expression 'establishment of Prayer' has a wider meaning than mere performance of Prayer. It means that the system of Prayer should be organized on a collective basis. If there is a person in a locality who prays individually but no arrangements are made for congregational Prayer, it cannot be claimed that Prayer is established in that locality.

— Fe Zilal al-Qur'an

— Tafheem e Qur'an - Syed Abu Ali Maududi

— Maulana Muhammad Junagarhi

— Fatah Muhammad Jalandhari

— Shaykh al-Hind Mahmud al-Hasan(with Tafsir E Usmani)

The Quran begins with the introduction of the 'muttuaqeen', those who hope Allah will protect them from the Fire, and thus, they take guidance from The Quran. Among the first few salient features of these people includes the establishing of prayer.

The three salient features listed in this ayat (Q2:3) are:

  1. belief in the unseen
  2. establish prayer
  3. spend from what We have provided them
So, to quote Shaykh al-Hind Mahmud al-Hasan(with Tafsir E Usmani), from the third commentary:
[3]

using Google to translate:

The origin of all obedience is three. First, things that are related to the heart, second, to the body, third, to wealth. So in this verse, each of the three principles has been taken in order.

So, because of their belief in the unseen (personally convinced), the muttaqeen establish prayer (physical and verbal act of obedience), and spend from whatever they have been given (societal).
